The honest comparison
Voicemail is a message the caller has to choose to leave, and most do not. They call the next business. An answered call keeps the conversation alive, and even when it ends in a message, it is a message with a confirmed name and number.
A part-time receptionist covers part-time hours and costs many times this. This covers all of them. For most businesses here the realistic comparison is not "AI or a person". It is "AI or nobody", because nobody was ever in the budget.
